You are sitting on a flight back to your home planet. The window outside shines a pale yellow light. At least twenty more stars are visible.
But, you are not in a mood to appreciate the stars or the flight. You are deep in thought. A [[Screen]] which is in front of you is streaming latest political news from across the Galaxy. Terraota seems to be the topic of discussion all over the Galaxy. That is your home planet. You think about your life in [[Terraota]]. You are not so sure if all the things Terraota had will continue to exist.

Your mind takes you back to your life at Terraota. The beautiful evening sky comes vividly to your mind. You can almost feel the cool wind blowing. Smell the delicacies from the nearby market place. Hear the wondrous sounds from the places of worship of three different races.
Then you remember your ride on shameroo and your dive from it. It was soaring above the mountains when you had to dive. The pilot who made you laugh. When you dived, you remember the thoughts you had. Do they have a shameroo in Madrusa? Will you be able to see the curvature of that planet from a shameroo? You don’t think so. It is a very large planet. You shuddered, when you thought about Madrusa - a planet ten times Terrota’s size attacking Terraota. Now you know they will and might in the future.
As you dived, you were able to see The mountains, the rivers, the seas all in one view - May be one of the few planets to have these left. These were left untouched because , Terraota does not have any minerals or fuel or precious metal underground.
Then your mind takes you to the first time you saw an edge bound cargo ship close up. These were huge ships carrying Cargo from the empire’s central planets which produce goods to the edges. Most ships stop at Terraota , as it is an important trading post.
Then you remember one of the first few incidents which catapulted you to a political career. Your mind brings back images of a Chamrack being chased. It was running along a busy market street. Finally it hit you and fell down . A crowd had gathered. It was an illegal immigrant. You remember how you had defended that ‘IT’ from being killed. But the next act - you were not proud off. Calling the authorities. They took it and sent it back to its home planet. But now you know it’s chance to survive was much better here than there.
Then, Your mind takes you to a place and time which you would not want it to. When you lost both your parents. A big race riot. You were leading a local zone. Groups from the other races had planned and executed your parents. This was just a few losses among massive destruction done to many inhabitants across the planet.
Then you remember the spies informing Madrusa’s intent of attacking Terraota. You had to work hard to bring all three races together to fight against a common enemy. Working with them brought you closer to understand their life better. This turning point made you a presidential candidate.
You remember the first day as president. When representation from empire were all present. You had the safety net of empires forces in Terraota. You had naively thought that the forces would exist forever.
Today. you are the President of a newly formed independent Terraota. You don’t know how long the empire will keep their forces here. You don’t know how long before any of your neighbours make a coup. You don’t know when a racial riot will break out bringing massive disruption to the planet....

[[A sharp noise wakes you up....| To the flight]]Terraota attains independence from the empire
Terraota achieved its independence from the Galactic empire yesterday. Terraota has been under the empire's rule for close to 2 Millenia. In a dwindling economic climate, empire has made its decision to give independence to planets at the edge. It is forecasted more planets would follow. Empire would still leave their forces at Terraota, till further decision is made.
[[Screen]] Will Terraota survive on its own?
Contrary to the title of this article, the biggest question about Terraota's independence is not whether it will survive, but which fate will fall upon it.
First, Terraota is a mixed race planet. Badula occupy a majority of about 60% of the population, followed by the Mischin and Chindus being the other 40% in equal numbers. These races have been known to be at each other's throat with even minor disturbances to their beliefs and cultures. Racial tensions between these races and resulting destruction would make Terraota an unviable entity. If we extrapolate this scenario, we see Terraota ending up run by Militia's belonging to each of these races with very little law and order.
Second, Terraota has been under empire's rule for 2 Millenia. This has imbibed a very bureaucratic mindset to the citizens. With very less natural resources (Except being the best trading location in this part of the Galaxy) and citizens with bureaucratic mind-set, it would be tough for Terraota to stand-up by itself economically. We see Terraota ending up with lot of corruption, with 90% of the citizens being in poverty.
Third, the most probable case is Terraota would be taken over by one of its two large neighbours. Terraota is a very small planet, with very simple Military might. It should be very easy for one of its neighbours with a larger military might to take over Terraota. At this moment, the presence of the empire's forces is keeping this from happening.
It will be a miracle, if Terraota survives amongst all these.
[[Screen]] President Gusto has an unenviable position - Leading an independent mixed race planet amongst a group of violent and politically motivated rivals.
You would think being President of a planet is great. But, not for President Gusto who will be leading an independent Terraota. Let us look at the two neighbours of Terraota
First - Madrusa - a planet run by an authoritative government and with Chindus majority (making up 20% of Terraota population) - at any point in time for economic and political reasons (as Terrota is a decent trading post) , Madrusa can decide to take over Terraota. Or further worse, it can create political turmoils to maintain control
Second - Charmack - a planet with a huge population, highly corrupt government with 90% of citizens living in poverty. The citizens would be highly motivated to migrate to a slightly richer and independent Terraota. Keeping the immigrants in check would be a task in itself for the independent Terraota.
We foresee the President will have a lot on his hands and mind when he officially takes over today.
[[Screen]] It has been a month since you have taken over as the President of new independent Terraota. You had instructed your minister of defence to start building an army. Last you heard from him was a couple of weeks ago, when he reported recruitment was going in full swing.
Now, here he was standing in front of you for the next interim report.
"How's the progress with recruitment?", you ask
"It is going in full swing..", he replies back
"Can you show me the numbers?"
He takes out his pocket display and projects a hologram presentation of various aspects of the army being recruited. You try to get a view by race.
The view becomes visible... you gasp.
"Ohh.... I was not expecting this. We cannot rule a Badulese majority planet with 80% of the army being Mischins. I should have expected this. The Badulese culturally don't prefer to join the army while the Mischins love it"
You think about the consequences of letting recruitment go on like this and of ceasing the recruitment.
You seem to have come to a conclusion, you decide to
[[Cease recruitment]]
or
[[Continue recruitment]]You turn around startled...
"We are descending into Terraota and will be landing shortly, Mr President", the attendant announces.
You get back to your thoughts..
One question is running through your mind now. How to turn an unsafe, fragile planet in a declining economic climate with politically motivated neighbours to a safe and happy place for citizens to live?
What should you focus first? Getting recognition for the new independent planet with the powers that be or look at setting the economy right or build your defence. After much thought, through various meetings and discussions you have decided on what to focus first
[[Terraota should build its army first]] as the threat from Neighbours seem to be a high probable event. **Result**: You lose a bit of trust with your Citizens
You cannot permanently cease army recruitment. You are not even 10% through it. You know you have to find a way to restart it. By ceasing the recruitment you have addressed the problem for now.
You tell your defence minister to stop recruitment immediately. Then you ask him to expedite the process.
The defence minister does not understand your decision properly. He goes and meets the recruited members. Asks the Non-Mischins to step out and announces that the rest are dismissed as of this moment.
This announcement obviously does not go well with Mischins. They cannot digest the fact that they lost their jobs overnight.

Although you have taken the decision to continue the recruitment, at the bottom of your heart you don't feel this is a sustainable model. A few weeks passes.
One day, your minister of defence walks in. He looks at you as though he might kill you.
"What's wrong?", you ask him.
"There has been an incident in our eastern most zone"
"What happened?"
"We had deployed our armed forces there to quell any Badulese terrorism"
"Yes, I remember that", you respond
"One of the Mischin armed forces personnel, tried to detain a Badulese as a terror suspect, and during interrogation, the Badulese died"
"And..." , now you are worried, if somebody dying was not big enough, you fear what was coming..
"The local Badulese majority beat up the Mischin armed service man..and..."

You realize that this is a Mischin crowd in a Badulese majority Planet.
If you punish everybody, it will send a message as you are anti-Mischin. This is not something you want. But the alternative is also equally bad. You cannot let go of citizens who have committed crime. With that, your citizens will think law and order does not work in this planet.
You have a deep thought about the consequences of your actions. Then you start speaking to the crowd....

You have decided to take a compromise. You tell the rioters that the key initiators will be arrested and the rest are free to go.
Further, you tell the crowd that it was a misunderstanding from the defence minister. All Mischin soldiers who are Terraota citizens can continue to be part of the Army and they should report to duty the next day.
There are loud cheers from the crowd. You have won their support. May be because of the job prospects.
Just then your defence ministers calls you to the side.
"Yes, what is it this time?", you ask worried.
"There has been a blast. Three citizens are killed"
"Who are responsible? Is it the Mischins?"
"No, I am afraid it is much more complicated than that, It is the Madrusans. We have captured the perpetrators, waiting for your orders on what we should be doing"
Things are getting a bit overheated, right when you are dozing a racial riot, your neighbour has decided to attack your planet. You are starting to wonder, if getting independence was a right idea.
[[You decide to hold an emergency meeting with your ministers|Confront with Madrusa]] You brief them on the blast and the consequences. You ask for their views on handling the perpetrators
"They should be killed", your home minister asserts. He is worried about further breakout of violence in the planet.
"They should not be given capital punishment, they should be sent to their home planet and should be trialled there" , your planetary relations minister advices you.
A hologram arrives from the President of Madrusa, asking you to re-consider any capital punishment for the perpetrators.
Madrusa is a big planet with a big army. You cannot just like that make them your enemies. But, if you let the perpetrators go, you will be sending a wrong message to your neighbours and your citizens. According to your planet's law, murder and terrorism requires capital punishment. A fully professional army will take a lot of money to build. This will take a toll on your fledgling economy. Further, your recruits will not be motivated enough to go for this option as they are already being trained by Ramdael. Now, that this decision has been made - you cannot do much about it except wait for your recruits to become good or great leaders.

As this is planet wide, it would be tough to completely stop the rioting. But as a President, you have to take concrete action.
You get a list of all rioting places and ask your home minister to arrest or detain the most protesters in those regions. The violence comes down.

That's a very bold move. You are in two minds. Does that arbour well for your planet or not? Only time will tell.
A few days later, your home minister comes to meet you. He opens up his Holo projector and projects the major news articles which have appeared in the past 3 days.
You don't seem happy with these articles.
Mischins feel insecure in this planet. Looking for Freedom from Terraota
Mischin leaders are opening discussions with Neighbouring planets
Mischins are holding peace protest across Terraota
You feel you have introduced a bit of insecurity, in what could have been an ideal opportunity to build trust. As you think about your situation and what you can do to mend it.
Your defence minister comes on your holo communicator. The glow from the communicator fills your dark room in a eerie way. The defence minister is not in here. He was touring the edge zones of the planet. You don't even have a meeting with him now. If he is appearing in Holo , it should be something important.
"Yes, what is it this time?", you ask angrily.
"There has been a blast. Three citizens are killed"
"Who are responsible? Is it the Mischins?"
"No, I am afraid it is much more complicated than that, It is the Madrusans. We have captured the perpetrators, waiting for your orders on what we should be doing"
Things are getting a bit overheated, on top of the dropping confidence on your Government, your neighbour has decided to attack your planet. You are starting to wonder, if getting independence was a right idea.
[[You call your ministers for an emergency meeting|Confront with Madrusa]]There was one recent incident, which made you buy military equipment. The empire which had left its force, had suddenly decided to take its force out in a year's time. You cannot work with a half trained army and a citizen army to fight your large neighbours if a war broke out.
So, you decided to buy military equipment from Ramdael, further strengthening your diplomatic ties with that planet. Your military relationship with Ramdael was publicly declared. You had made it possible by allowing them to open a trading office in your planet. This made your citizens comfortable with Ramdael's presence.
So, you had an army and some military equipment with you. It might be a good time to showcase this to your neighbours during your independence event. It can also backfire, in case your neighbours see you as a threat or worse, they feel you are not strong enough and get ready for a take over.
You have to make a decision in couple of weeks' time.
You decide to [[Show defence to neighbours]]
You decide to [[Don't show defence to neighbours]]Terraota
